Climate change messaging

A paper by Pearce, Brown, Nerlich, Koteyko (“Communicating climate change: conduits, content, and consensus“, 2015) contains some interesting ideas about effective communication about climate change. They cite one “best practice guide” which explains that:

in order for climate science information to be fully absorbed by audiences, it must be actively communicated with appropriate language, metaphor, and analogy; combined with narrative storytelling; made vivid through visual imagery and experiential scenarios; balanced with scientific information; and delivered by trusted messengers in group settings.

It also notes that: “Messages focusing on fear and predictions of adverse events can increase skepticism, perhaps because they disrupt underlying ‘just world’ beliefs and can reduce people’s intentions to perform mitigating actions”.

This kind of research is important. Motivation may be the trickiest part of the climate challenge: getting people to care about the welfare of people impacted all over the world by climate change, and well into future generations. Then making people willing to demand political and economic change to prevent the worst potential impacts of excessive fossil fuel use.

Wandering Home: A Long Walk Across America’s Most Hopeful Landscape

My family in Vermont sent me Bill McKibben’s 2005 book (updated in 2014) as a Christmas gift. In it, he recounts a meandering trek through the Lake Champlain region of the Adirondacks. It’s part nature writing, partly an account of the history of the region and the ways his neighbours are tying to earn a living, and partly a meditation on the nature of wilderness and how it relates to human life.

McKibben talks about small-scale farmers and winemakers trying to compete against giant agribusiness corporations by securing premium prices for local food; students keen to establish major vegetable gardens at local colleges; debates about what to think and do about invasive species; strategies for social change; park rangers burning down the illegal cabins of hunters; and the ruin and ruckus caused by all-terrain vehicles and Jet Skis.

The book fits into a theme of environmentally-minded people finding ways to undertake major wilderness excursions, which I also saw among friends before leaving Facebook. I can see the plausibility in how time invested this way can help control the adverse emotions which accompany environmental activism in the face of a public wedded to consumerism and corporations and politicians vigorous in their defence of the status quo. At the same time, it’s hard to undertake when I am always behind on PhD requirements and never really financially secure enough for vacations.

In any event, the book is another good demonstration of McKibben’s eloquence and constant focus on the big questions facing humanity. I hope one day I will get to visit some of the landscape he describes.

“We won’t stop using fossil fuels tomorrow”

Sometimes paired with the fallacious argument that only people who use no fossil fuels can legitimately oppose fossil fuel development is the statement: “We won’t stop using fossil fuels tomorrow”.

The logical error associated with using this statement to defend new fossil fuel infrastructure like fracking wells and bitumen sands pipelines (as well as new fossil fuel vehicles or power plants) is so obvious that it may seem unnecessary to state, but the quip is so popular among those trying to delay adequate action on climate change that it requires a quick rebuttal.

It’s true that human society is dependent on fossil fuels, and not only for discretionary activities that people can legitimately be asked to give up. That said, it’s now entirely evident that climate change threatens human civilization if unchecked, to say nothing of the profound damage it’s already doing to non-human nature. Preventing the worst impacts of climate change requires a rapid transition away from fossil fuels, and that is fundamentally incompatible with building new fossil fuel infrastructure.

Under contraction and convergence, it is plausible that some poor places can legitimately build a modest amount of additional fossil fuel infrastructure. This is most defensible in places that have low per capita emissions, low historical emissions, and where new fossil fuel use will address basic human needs instead of luxuries. None of these conditions apply in Canada or the United States, where per capita and historical emissions are both unconscionably high, and where most citizens routinely make heavy use of fossil fuels for trivial purposes.

The line about not giving up fossil fuels tomorrow is rhetorically appealing because it makes the speaker seem like a level-headed pragmatist and suggests that anyone who disagrees is out of touch with reality. In actual fact, our existing dependence on fossil fuels is an argument against new fossil fuel infrastructure, not for it. The media, members of the public, and decision-makers need to accept this.

Writing my first book

Nothing about my PhD so far has been easy. As long-time readers may recall, my first comprehensive exam was only passed after two attempts and a lot of effort. The strike was painful, and has made me particularly question the quality of undergraduate education that U of T provides, in terms of class and tutorial sizes, the selection of professors, and support for and integration of teaching assistants into the learning process. I am now edging toward a formal research proposal for departmental approval and ethics review.

I originally wrote a longer document which talked more about methodology and many other things, but my supervisor encouraged me to write something more concise with the essential features of the proposed research project.

The plan now is to make sure the short document is a plausible nucleus for a successful PhD, including through a presentation to a brown bag lunch at the U of T Environmental Governance Lab on October 27th; to incorporate what has been left out in the older longer proposal; and to seek departmental and ethical approval before beginning first round remote interviews.

My supervisor has intelligently cautioned me about seeking too many critiques of these documents – a factor which has complicated and delayed my efforts so far, and which may be drawn from my experience as a civil servant. I have also been warned by Peter Russell that I am starting to write my thesis in the form of the proposal. So no comments please, unless they are strictly limited and focused on the process for making this proposal viable.

An even tighter carbon budget

When we wrote the fossil fuel divestment brief for the University of Toronto, we thought that humans could “pour roughly 565 more gigatons of carbon dioxide into the atmosphere by midcentury and still have some reasonable hope of staying below two degrees”.

If we’re aiming instead to stay below the 1.5 ˚C limit aspired to in the Paris Agreement, that falls to 353 gigatons more CO2, a figure that means “we’ll need to close all of the coal mines and some of the oil and gas fields we’re currently operating long before they’re exhausted”.

In a way, this makes the politics of climate change simple. Any new project that aims to develop new fossil fuel extraction capacity is either going to need to be abandoned prematurely as part of a massive global effort to curb climate change, or it will be another nail in our coffin as we soar far beyond the 1.5 ˚C and 2 ˚C limit.

Of course, this also makes the politics very difficult. People have a huge sense of entitlement when it comes to both exploiting resources in their jurisdiction and in terms of using fossil fuels with no consideration of the impact on others. The less adjustment time which can be offered to fossil fuel industries, and the more operating facilities that will need to be closed down to avoid catastrophic climate change, the harder it becomes for decision makers to act with sufficient boldness.

The hypocrisy argument for pipelines

Some people who favour the construction of new bitumen sands pipelines have been deploying a particularly weak argument, which echoes a couple of the points that have long been made by people who don’t want to take adequate action to avoid catastrophic climate change. They point out that — in one way or another — any person calling for new pipeline projects to be stopped uses fossil fuels. At a recent Toronto climate change consultation, Adam Vaughan pointed out that a woman wearing plastic-framed glasses was therefore an oil user. In her recent segment on The Current and on Twitter, Martha Hall Findlay has made a similar ‘argument from hypocrisy’, implying that only people with a 100% post-fossil-fuel lifestyle can call for systemic change.

This argument is weak for a number of reasons, but most glaringly it’s because a post-fossil-fuel future isn’t something individuals can ever build through personal choice. The transportation, energy, and agricultural infrastructure around us isn’t something that can be changed without society-wide policy decisions including the use of market mechanisms like carbon pricing, regulations, and sheer governmental determination to leave enough fossil fuel in the ground to avoid the worst impacts of climate change.

The fact that we’re presently dependent on fossil fuels is in fact a reason why we need to stop building new infrastructure that perpetuates that dependence. In a Canada where we’re seriously planning to be part of a fair and effective global transition away from fossil fuel use, we simply can’t build projects like pipelines which will lock in global fossil fuel dependence for decades to come.

The weak argument from hypocrisy is sometimes paired with a superficially more convincing but still deeply problematic argument about demand. People like Findlay assert that the real problem with fossil fuels is the enduring demand, and that we should therefore focus our policy efforts on reducing demand. This is questionable for several reasons. For one thing, if they are sincere about their desire to reduce demand sufficiently to avoid dangerous climate change, that would undermine any need for the pipelines they are promoting, which would be built to support expanded production from Canada’s bitumen sands. Furthermore, in the face of a climate crisis which requires incredibly aggressive action to reduce emissions, it makes no sense to only pursue demand-side policies. We certainly should use everything from carbon taxes to building and appliance standards to reduce demand, but we should simultaneously avoid investment in new extraction and transport infrastructure which perpetuates fossil fuel dependence.

The entitled argument that people who live on top of fossil fuel reserves have the right to dig them up and sell them regardless of the consequences for others (and that fossil fuel users are entitled to whatever demand-side activities they have become used to) is seriously faulty from an ethical perspective. We don’t have the right to impose suffering on others around the world, future generations, and nature. Now that science has made so clear that greenhouse gas pollution is terribly threatening and harmful, those whose economic systems depend on them have a strong and immediate obligation to move to other sources of energy. That moral obligation is fundamentally at odds with building new bitumen sands pipelines, and the ethical argument that supports this position is dramatically more credible than the flimsy assertion that anybody who uses fossil fuels should somehow support new infrastructure as a consequence.

Fix it with a fire tornado

Somehow, this article seems indicative of the low quality of a lot of our thinking about environmental issues: Mesmerizing ‘blue whirl’ from fire tornado could be cleaner solution for oil spills: Scientists discover clean-burning blue flame while simulating a fire tornado in the lab.

It seems a particularly questionable application of the idea that technology can correct environmental problems. Calling fire tornadoes used to burn up oil spills “remediation” stretches the bounds of both vocabulary and plausibility.

Greenpeace causing harm by opposing GMOs?

When making decisions about technology, both false positive and false negative errors are possible. By that, I mean it’s possible for us to miss or ignore how a technology has unacceptable consequences for people and the rest of nature. DDT or the drug thalidomide were such false negatives: wrongly considered to be acceptable for use until shown to be otherwise. A false positive, by contrast, would be a case where unjustified fears have limited the use of a technology unnecessarily. Silly examples include the idea that women couldn’t ride trains over 50 miles per hour and many other such misapprehensions about the consequences of technology. People who tend to support new technologies emphasize the times when critics have been wrong, and the benefits technology has brought, while those who favour caution tend to emphasize cases where serious consequences have only emerged after time, as with substances that deplete the ozone layer and those that change the climate.

All this can be tough to reconcile with the notion of the precautionary principle. Expressed weakly, the principle can be seen as simply an appeal to caution: even if there is no evidence about whether a technology is safe or dangerous, we should err on the side of treating new technologies with skepticism. In the strongest expression, the principle may call for any new technology to be restricted to research only until ‘proved’ safe.

Along with opposition to nuclear power – which may also be a false positive where the benefits of a technology are under-stated while risks are over-stated – groups like Greenpeace have strongly resisted the use of genetically modified organisms (GMOs) in agriculture, claiming that they will harm human health, harm natural ecosystems, or have other potentially unknown risks.

Recently, 107 Nobel laureates (about 1/3 of all those alive) signed a public letter criticizing Greenpeace for its stance. The Nobel winners say:

There has never been a single confirmed case of a negative health outcome for humans or animals from their consumption. Their environmental impacts have been shown repeatedly to be less damaging to the environment, and a boon to global biodiversity.

And:

WE CALL UPON GOVERNMENTS OF THE WORLD to reject Greenpeace’s campaign against Golden Rice specifically, and crops and foods improved through biotechnology in general; and to do everything in their power to oppose Greenpeace’s actions and accelerate the access of farmers to all the tools of modern biology, especially seeds improved through biotechnology. Opposition based on emotion and dogma contradicted by data must be stopped.

They strongly emphasize the potential of genetically modified crops including “golden rice” to combat vitamin A deficiency, which they say causes “a total of one to two million preventable deaths occur annually”.

This is a highly visible development in a long-running debate in which it seems clear that the tangible benefits associated with GMOs seem to outweigh risks which have not been convincingly demonstrated. That said, I would personally feel more comfortable if genetic modification of organisms for agriculture was undertaken by public institutions which are subject to appropriate scrutiny rather than profit-maximizing corporations.

In my experience, Greenpeace tends to be stronger on spectacle than on research, and environmental groups in general have a worrisome tendency to maintain opposition to certain technologies as dogma, specifically nuclear energy and genetic modification. Whenever I find that a Greenpeace website or report is the source of a scientific claim, I search to find a credible source that agrees. They seem especially vulnerable to the general human tendency (ask Tony Blair) to apply less scrutiny to information that supports pre-existing positions and thus use weak or questionable evidence to support strongly-held beliefs.

People may be bad at remembering it (or simply unwilling to tell the truth about it to themselves), but humanity has placed itself precariously. We are running vast uncontrolled simultaneous global experiments: destroying habitat, changing the climate, depleting the seas of life, and changing the chemistry of everything. Only the most optimistic or naive think all these problems will resolve favourably for human beings without active intervention. At the same time, we are left contemplating how to use tools which we don’t fully understand (from genetic modification to geoengineering) to further intervene in physical and biological systems which we also don’t understand. When you factor in questions of distributive justice (Do GMOs currently favour developed over developing countries? If so, is such bias inevitable, or a consequence of the specific modifications we have made?), the appropriate approach to managing risk becomes even more obscure.
